Committees

This committee leads the CLEMIS Consortium and provides recommendations and counsel to the CLEMIS Division regarding the operation and maintenance of CLEMIS including but not limited to the following areas:

• Security
• Budget
• Application Development
• Approval of New Members

• Ten Oakland County local law enforcement agency heads
• One Oakland County Fire Department Representative
• Oakland County Executive
• Oakland County Sheriff
• Oakland County Prosecutor
• Oakland County Circuit Court Administrator
• One Oakland County District Court Administrator
• One Livonia PD Representative
• One Representative from each participating county outside Oakland County

• Director of Department of Information Technology
• CLEMIS Manager
• Civil Counsel
• Two other representatives of Department of Information Technology

• Prior to the annual election of Advisory Committee members, a review is conducted in regard to expiring terms.
• The Executive Secretary maintains a record of Advisory Committee members, as two-year terms expire in alternating years. The Executive Secretary discusses the election with the current Chairperson, including any requests by CLEMIS Members to become voting members of the Advisory Committee.
• Candidates are nominated to serve as members of the Advisory Committee by the current Advisory Committee members. Nominations are seconded and the practice has been that a unanimous ballot is cast.
• Advisory Committee members are usually re-elected if they have personally participated in the meetings and remain active CLEMIS Members.
• There has always been an effort to include those agencies who have volunteered the most resources to the various sub-committees and to consider CLEMIS Member heads who personally attend Advisory Committee meetings (not their alternates).

The officers include a Chairperson, Co-Chairperson and Executive Secretary.

The Chairperson is elected by the other Advisory Committee members, the Co-Chairperson is a member of the Advisory Committee and is appointed by the Chairperson. The CLEMIS Manager serves as Executive Secretary.

The Executive Secretary is responsible for preparing the agenda for the Advisory Committee and sub-committees. Prior to each meeting, the Executive Secretary reviews with the Chairperson of each committee contents of the agenda for approval.

This Committee meets on an as-needed basis and consists of The Oakland County Prosecutor, Oakland County Sheriff, CLEMIS Advisory Committee Chairperson, and one local police agency. The Committee is charged with making recommendations to the Advisory Committee regarding any modifications to the CLEMIS Bylaws.

This committee was created in 1999 to enhance citizen and officer safety by transitioning Oakland County's public safety voice, data and paging communications from separate, incompatible systems into a cohesive, interoperable system. Membership includes 3 local police, 3 fire (career, on-call, DPS), 1 EMS, 1 Oakland County Sheriff, 1 Oakland County Board of Commissioner, Director of IT, Oakland County Executive Rep, Oakland County Director of Management & Budget, and the CLEMIS Advisory Committee Chairperson. The committee meets as needed.

The Committee normally focuses on areas such as:

• Ownership issues
• Budgetary expenditures and revenues
• User needs analysis
• Establishing priorities
• Technical issues
• System design and upgrades
• Implementation issues
• Parity of equipment distribution and talk group access
• Policies and procedures
