The Board of County Road Commissioners was formed pursuant to MCL 224.6 and establishes Road Commission for Oakland County (RCOC) policies, administers the budget and hires the managing director. The RCOC is responsible for maintenance of the county road system, construction of new county roads and improvement of existing roads.

The Board consists of three members appointed by the Oakland County Board of Commissioners. Members serve six-year terms. The chairperson's salary is $17,000 and the members receive $15,000.

The Oakland County Building Authority finances the construction of local projects through the issuance of limited tax general obligation bonds. Consistent with Public Act 31 of 1948, the Building Authority may also build, acquire, furnish, equip, own, improve, enlarge, lease, operate and maintain county facilities where a legitimate public purpose of the county is served.

The Authority consists of five members:

• The County Executive or a designee
• The County Treasurer or a designee
• Three members appointed by the Board of Commissioners

Members serve three-year terms and receive a $90 per diem as well as mileage reimbursement.

The Oakland County Community Corrections Advisory Board (OCCCAB), required under Michigan’s Community Corrections Act, is responsible for developing, implementing and maintaining the community corrections comprehensive plan. Plans are required to address the needs of local offenders meeting the State Office of Community Corrections target population.

The OCCCAB reviews and evaluates the efficacy, efficiency and impact of the plan on State Board priorities as well as local prison commitment rates. The OCCCAB is responsible for the promotion of appropriate program referrals, enrollment and utilization.

The OCCCAB meets a minimum of four times per year, approves all meeting minutes and approves the OCC Funding Application ($2 million annual grant).

The Board consists of:

• The county sheriff, or his or her designee
• One chief of a city police department, or his or her designee
• One judge of the circuit court or his or her designee
• One judge of the district court or his or her designee
• One judge of the probate court or his or her designee
• One county commissioner or city councilperson
• Up to three members selected from the following service areas: mental health, public health, substance abuse, employment and training, or community alternative programs
• One county prosecuting attorney or his or her designee
• One criminal defense attorney, who may be a local public defender
• One member of the business community
• One member of the communications media
• One circuit court probation agent or district court probation officer
• One member who is affiliated with the applicable workforce investment board

The Detroit Regional Convention Facility Authority is responsible for the development and operation of Huntington Place. The Citizens Advisory Council provides public input and advises the Detroit Regional Convention Facility Authority on the impact of redevelopment and management of Huntington Place.

The council consists of eight members, including one resident of Oakland County, who is appointed to a four-year term by the Board of Commissioners.

The Huron-Clinton Metropolitan Authority was established by Public Act 147 of 1939, which allows the counties of Oakland, Wayne, Livingston, Washtenaw and Macomb to form a metropolitan district for the purpose of planning, promoting, developing and/or for acquiring, constructing, owning, maintaining and operating parks, connecting drives and/or limited access highways. The Authority is governed by a seven-member Board, one member representing each of the five counties, and two appointed by the governor. 

Oakland County has one representative on the Board who serves a six-year term and receives a $90 per diem for each meeting. The Board meets the second Thursday of each month.

The Library Board was established by Public Act 138 of 1917 and is authorized to contract for the leasing, construction or maintenance of buildings or quarters, including the acquisition of sites to house county library services. The Board is also authorized to administer the County Library Fund.

The Materials Management Planning Committee (MMPC) oversees the implementation of the Materials Management Plan (MMP). MMPs are required by amendments to Part 115, Solid Waste Management, of the Natural Resources and Environmental Protection Act, 1994 PA 451. Recent updates to the statute focus on sustainable materials management approaches, such as recycling and composting, instead of primarily disposable.

The MMPC consists of 11 members:

• One county elected official
• One city or village elected official
• One township elected official
• One member of a regional planning agency (SEMCOG)
• One operator of business that generates a managed material
• One environmental interest group representative
• One solid waste disposal facility operator
• One waste diversion, reuse, or reduction facility operator
• One waste hauler
• One materials recovery facility operator
• One composting or anaerobic digester facility operator

The Oakland Community Health Network (OCHN), established by Public Act 258 of 1974, leads a provider service network at more than 400 service sites across Oakland County and manages a $500 million budget. The goal of the OCHN is to ensure adults and children with mental illness, emotional disturbances and developmental disabilities have access to support and services that will improve their health and quality of life, and help to ensure their engagement in full community participation. The OCHN is a public governmental entity that is legally separate from the County.

The 12-member OCHN Board consists of mental health service providers, recipients (or primary consumers) of mental health services, representatives of agencies and occupations involved with mental health services and members of the general public. Board members must be residents of Oakland County and at least 18 years of age. Members are appointed to serve three-year terms.

The Oakland County Department of Health and Human Services Board works to develop coordinated or consolidated approaches to the delivery of social services and cooperative service delivery arrangements between the Michigan Department of Health and Human Services (MDHHS) and each public and private social service agency within Oakland County.

The Board consists of three residents of the county, not holding an elective office, each serving three-year terms:

• One member appointed by the Director of Social Services of the Michigan Department of Health and Human Services (MDHHS)
• Two members appointed by the Oakland County Board of Commissioners

Board members receive $125 per diem and chairs receive $166.67 per diem. All members are entitled to mileage reimbursement for meetings outside of Oakland County.

The Oakland County Land Bank Board of Directors carries out the powers, duties, functions and responsibilities of an authority under the Land Bank Act (Public Act 258 of 2003, MCL 124.751 to 124.774) for the benefit of Oakland County and the State. The County Authority is a separate legal entity and exercises its powers, duties, functions and responsibilities independently of Oakland County and the Oakland County Board of Commissioners. The Parks and Recreation Commission was established pursuant to MCL 46.351. The Commission's purpose is to preserve park land and to create recreational, leisure and learning experiences for Oakland County residents.

The Commission consists of ten members:

• The Road Commissioner for Oakland County
• The Oakland County Water Resources Commissioner
• The County Executive or their designee
• Seven members appointed by the Oakland County Board of Commissioners, not more than three of whom shall be members of the Board of Commissioners

Commission members must be Oakland County residents and at least 18 years of age. Members are appointed to serve three-year terms and receive a $90 per diem, as well as mileage reimbursement. The Commission typically meets at 2:00 p.m. on the first Wednesday of every month.
