IPP / Tributary Map
The Industrial Pretreatment Program (IPP) is the process of eliminating or reducing pollutants before they reach a wastewater treatment plant. We know that some types of pollutants found in industrial wastewater might damage the collection system, compromise the treatment process and could contaminate the waters of the state.
To protect our system and the environment, the Pretreatment Program requires some industrial dischargers to use treatment techniques and management practices to reduce or eliminate the types of contaminants that could be harmful to sanitary sewers. The Pretreatment Program is an essential part of the Clean Water Act's National Pollutant Discharge Elimination System (NPDES). Water Resource Recovery Facilities are authorized by the United States Environmental Protection Agency (EPA) and the Michigan Department of Environment Great Lakes & Energy (EGLE) to administratively monitor and enforce rules and regulations in the areas tributary to their system.
All non-domestic users within the tributary area of the Clinton River, Commerce or Walled Lake Water Resource Recovery Facilities must complete and submit the User Survey for the facility they are tributary to.

We all know that most people use water in their homes for drinking, washing dishes, laundry, bathing, and flushing their toilets. The resulting dirty water from these "domestic users" usually drains from homes into an extensive system of underground pipes that lead to a wastewater treatment plant. Typically, the treatment plant is designed to clean such domestic wastewater.
On the other hand, so called "non-domestic users," include industries and businesses that may use water to manufacture products and provide services. If, for example, a manufacturer uses water to clean metal parts before they are painted, that non-domestic wastewater often is quite different than wastewater originating from residential homes. It may not be able to be adequately treated at a typical wastewater treatment plant. That's where "pretreatment" comes in. In other words, pretreatment refers to the process of treating this "non-domestic" wastewater before it reaches the wastewater treatment plant.
The Survey allows the industrial pretreatment program supervisor to determine the wastewater characteristics along with its chemical composition to decide what pretreatment measures are appropriate. The completed survey and appended information are then evaluated by the IPP Coordinator.
