The Oakland Together Housing Trust Fund (HTF) supports the development and preservation of affordable, attainable, workforce, and mixed-income housing throughout Oakland County by leveraging HTF funds with the financial resources of the private sector and other governmental funding sources. The Oakland County Board of Commissioners funded the HTF with $18 million in American Rescue Plan Act – Local Fiscal Recovery Funds (ARPA) and an annual appropriation of $2 million in general funds. Oakland County HOME Investment Partnership Funds for rental developments are also allocated using the HTF application but do not require HTF Board approval. The HTF is governed by a 7-member board populated with representatives that have relevant residential development, funding and/or oversight experience.

All HTF projects and investments require HTF Board approval. Any project requiring more than $1.5 million in HTF financial support will also require approval of the Oakland County Board of Commissioners. The HTF will prioritize projects and applications that maximize and leverage HTF funds with outside resources.
Oakland Together Housing Trust Fund Pre-App and Application
Applications must be provided in electronic format through Neighborly. The pre-application is required to be considered for funding and to continue with the application process. All applications require a non-refundable application fee of $2,500. Application fees must be paid by check, cashier’s check, or money order made out to Oakland County. Failure to submit the application fee, or failure of a check to clear, may result in automatic disqualification of an application.

Applicants must attend the HTF Board of Directors Meeting to provide a brief presentation of the proposed development and answer any questions of the HTF Board of Directors.
